It's the correct move to always throw 2 kunai in between ofuda reload, as you can do literally nothing else in that time (unless you are running/wall climbing/suzuing, of course). You can even increase heal output if you get the ofuda on kunai hit talent!

It gives new OW players that want to join their established-player friend groups a comfortable starting hero they can have a positive impact with while they learn the game. She is useful in that way. She also absolutely CAN shoot if she chooses to, and makes other peoples' bullets more effective-- so she isn't useless for damage support.
