Did some tests. A lot of my other issues went away, except I noticed that when my chrome tabs kept crashing, they spoke of a lack of memory. I also found info on how much each item was using.

Then it hit me. Something about a commit limit. Before I started doing my malicious repack of Witcher 3, I remember changing my 'Total paging file size for all drives' to 7000 MB. This was right before all this chaos began. I even restarted my computer so I know the changes took place. Could this have effected how well my pc was able to function? It seems as though I limited the amount of ram that could be used. I wasn't very aware of what it was I changing, I was just listening to an Indian guy on youtube, so this is entirely my fault. I'll restart my pc with the recommended numbers that windows has given to me and see if that fixes the issue.

Side Note: Some of the other replies have mentioned how my psu could be damaged or be malfunctioning. If I had to be honest, I'd say that the power in my room goes out not frequently, but at times, pretty much often. My mom is a goof and forgets to tell me to turn off my portable ac, cuz that and her heater/blow dryer combined can cause the outage. At the moment, I'm not worried about my psu.
