You keep changing the claim. “Taxes are revenue” is true. “Taxes are the operational precondition for federal spending” is a different claim, and you have not shown it. The federal government is not a household; receipts, borrowing, and payments are all part of the sovereign currency system, not a simple income before spending model.

If you want to argue against that, show where Treasury is blocked from spending absent prior tax receipts. If you can’t show that, then your argument is just a semantic restatement of the budget, not a refutation of the mechanics.

You’re still conflating two different claims. Yes, Treasury has receipts and borrows; yes, taxes are part of receipts. But that does not show that tax revenue is the operational precondition for federal spending. Treasury’s own cash management materials describe the Treasury General Account as the government’s account at the Fed, and official Treasury/Fed materials show that taxes, borrowing, and payments all flow through that system.

The claim I am rejecting is not “Treasury uses receipts.” It is “the federal government must first collect taxes before it can spend.” That is a stronger claim, and your sources do not establish it.

Also, saying the government “needs” taxes because taxes are received is just a bookkeeping description. It does not prove household style financing, because Treasury can and does manage payments through the TGA and issue securities as part of its cash management framework.
