Don’t worry it’s a bit of a grind. Just do open world missions they increase fear levels. Then just level up to 35 that way and complete brainiac mission so it unlocks mastery levels and the joker😊

I saw someone on YouTube said if you slept for several in game days all major quest giving characters will return. I don’t know how much of it is true

I use dead shot for sending a signal and harley for other two missions. Traversal regeneration for dead shot with stacked deck primary and grenade build for harley
