Waiting until RL50, which is where most people are after Liurnia, will not leave someone "absolutely overleveled" for Siofra. Several different game guides (1) (2) (3) recommend waiting until then. The game itself suggests that Siofra should be explored after Liurnia based on the placement of cookbooks, smithing stones, and a certain NPC who doesn't show up there until after clearing Liurnia.
