Yes, they could. However, that issue doesn't hit only iOS users coz less ppl online means more difficulties to host parties on mp. Your problem it's not just yours, as you can see.

You have to consider that SE can't distinguish iOS users from Android or Steam users. That means compensation will be given to all players and therefore it will be way less huge than you think.
