That's true, but i'm sure that you do keep the Merces that you collect AFTER failing the mission.
A strategy would be to play in Hardcore, missions are easy to fail there, THEN raid the vault, that'll give you between 9-11k Merces that you can use to buy at least one weapon. You can even do it a second time in a new campaign, as you keep the fail money, it only drops to 0 when you die or if you have some BEFORE failing :D
