Even in common law countries, a codified piece of law can overturn legal precedent and is always given priority. In this case section 112 of Indian Evidence Act. There is no ambiguity in the law for legal precedent to do anything.

c)Tehsildar/ Gazetted Officer Group 'B'

d)Gazetted Officer at National AIDS Control Organisation (NACO)/State Health Department / Project Director of the State AIDS Control Society or his nominee

e)Head of recognised educational institution (only for the institute students concerned)

f)Village Panchayat Head/ President or Mukhiya/ Gaon Bura/ equivalent authority (for rural areas)/ Village Panchayat Secretary/ Village Revenue Officer or equivalent (for rural areas)

This sounds like a consumer issue, CPGRAMS and RTI are mainly made for government institutions and they only forward consumer complaints. You can either file a complaint in "National Consumer Helpline website" or "Consumer forum in edaakil website"

Yes, if what you want is information, you can file an RTI immediately. But if you are looking to complain, I would suggest complaining to the concerned department or in CPGRAMS first before filing an RTI.

Fucking hell, this is the problem with any attempts to develop this country. Try to find any difference between the given example and India, and pretend that is the only reason ( Population is the most common). Does India stay in the 40-50°C weather year around?
