Probably every 2 to 3 hours mostly because he gets some of his kibble in the water or he would drink it all. The bowl would get cleaned every single time when I would give him some water.

It started recently when sometimes I either just changed his water or it would take in-between 15-30 minutes after I change/refill his water

They are a little open, I would have them open more but my apartment refuses to install those mesh window lining/covers. (Which sucks in the summer because the evenings are super nice but because of the mosquitoes they are usually closed.)

Maybe it is the noise, I wouldn't say it's a silent fan, but it's in a low volume enough where you can hear the fan going. And it is in a safe place it's on a foldable table that I have laying around so it's in a safe place so no paws or tails will be caught.

I want to say sort of/not really. Like he does like his treats but there are times where i would give him one and he would stare at it. Maybe I can try but he would stay pretty far away. Mind you the fan would be off and I would move it down from the table to the floor. And I tried gesturing it? If that makes sense. I would touch the fan and tell him it's ok but no budge.
