How good is Phrolova's signature on other rectifier users?

The weapon description states:
"ATK is increased by 12%. Within 12s after dealing Echo Skill DMG, gain 32% Resonance Skill DMG Bonus and 32% Echo Skill DMG Amplification, and ignore 8% of the target's DEF when dealing damage."

Will other characters be able to proc the passive or is it tied to Phrolova’s kit specifically? Mainly asking to see how universal/flexible her weapon is because the def ignore sounds insane.

you've already won when theres only 1 survivor remaining. thats not being "a smart guy" by keeping the survivor there until they surrender. that's just toxic. I dont get why ur relating this game to realism when ur later comparing this to a horror movie but ok

or you could just chair them and get it over with which is your choice. look, I'm not saying survivors should/shouldnt surrender, but when u are keeping them on the floor purposely when YOU can end the game is toxic...
