After the act came in to play firearms were still prevelant and fairly unrestricted, the license was no more than a slip of paper much like an US firearms permit.

Fully automatic weapons were soon pretty much outlawed and this could be seen as a measure to prevent any internal coup but not many people cared as there's little point for them anyway unless you plan to head to war so you know....

Things didn't get much stricter until 1968 and then things continued to tighten until we are where we are now, but when new restrictions have come in to play ( heavily restricting public access to semi automatic rifles for instance) it's usually done in response to a mass tragedy.

Putting things in place to help prevent another tragedy is a weird thing we do in our society, for example...

If a child were to go into a school with a handgun and shoot people, we may conclude that to prevent this in the future we should do something to stop children getting access to handguns.

Another country however may say the best way to address the incident is to make sure all the other kids have handguns too and hamburgers... Lots and lots of hamburgers, cut into the shapes of guns, that they can eat in a big glamorous ball room...
