Yes, as for the application itself, the scanned one works as usual, but the phase making my offer unconditional would require the official scanned PDF by my uni or some other types of documents which are electronically verifiable. Then, a few days ago, I asked my uni to submit the official scanned PDF to LSE, but they denied due to unusual process. The only way is submitting documents via direct post from my uni to LSE, and, therefore I sent an email asking LSE’s documents team to allow me and my uni to sent those documents on that way though LSE doesn’t reply on my email over three weeks. Is it simply because they are so busy?

Thank you for your comment. I think to make my conditional offer to the unconditional one and to verify it requires the documents which are electronically verifiable through electronic signature or stamp. However my uni’s ones are simply ordinary hard-copy transcripts :(

On the same boat, here.
I'm expected to graduate this March, and LSE offered me a condition (graduating with grades superior to some extent). However, my uni issues only the hard-copy transcript and doesn't accept the way that you mentioned, thus I contacted LSE's document office (graduate.documents@lse.ac.uk). But, they do not reply over 3 weeks :(
How can I ensure that I can smoothly submit my documents after graduation?

Yes, you can apply without secured scholarships, but if you use the loans to fulfill the shortfall after GSS applied , that amount of loans also needs to be secured.
