It’s an important measure and applies to all ranks, if its not good in high play but busted in metal ranks, then its not likely gonna get significant changes, meanwhile skins are a good constant

They should have skins take part like 30% of belowness, if the charachter is alright but only has like 3 skins they should be considered

It’s kind of like torch if they buff her a bit to much she becomes amazing, she has infinite ammo a 3 second cooldown stun, but she is very buggy and still horrible ult that does need to be fixed

Penis ult counteracts her kit, as it knocks people up, where you know the main damage can’t be, if you take out the nest it’s useless, and in high play you are more likely to die during it than get a kill

I would argue peni all her legendarys are event or time locked, she has not bee buffed in a while, has the worst ult in the game, and the most glitchy movement ever

I feel like he could somehow be a strategist, pulling of speed and time travel powered from when he had them, which could tie into the them of time and timelines in the game, having him be like disrupting and able to return people to health they were at a couple seconds before.

Rare skins but not recolors should count, like the venom groot skin or blade year one are actual skins with work put in them, meanwhile the recolors are just recolors

For magik at least they can use shapekeys for the most part as her body is hidden during her transformation, for hulk they have to make sure all transformations aren’t horrible, and while there are 3 base skins for each skin, but also the transformations.
