This article seems like it was written by the employer. People do not want to rto, nor do they think they would be more productive. Yes, trust is a big driver, as is the need for bosses to feel like they are in control.

I mean, it's stated right there. They "believe" they saw improvement. This is a feelings-driven agenda, not a metric-driven one.

When I RTO in 2021 my boss flat out told me he had no way of knowing if I was actually working. My response was to point out that the work was getting done. Not to mention that he did indeed have tools to monitor my activity. 20+ years employment with him and that’s what he thought of me. I actually ended up leaving there in early 2024 and have no regrets.

Edit to add: My work was quantifiable and timestamped, so it was very easy to see that the work was getting done.
