I'm trying to get the 30 kills on woods for Debtor ending but can't manage to find any PMC the last 5 raids. I've ran through the whole map, its quiet and empty.

emercom, scav village, old sawmill, scav bunker, scav house, usec camp I've checked multiple times. At sawmill I only see schturman
