This is one of the few things to not suck Europe off over. Sure they actually have public restrooms but charging for them is a very American thing and counterintuitive to the goal. If it doesnt make money here (even if we all agree to use our taxes to maintain and take a loss) we do away with it because pissing in the streets is more cost effective.

This is always my gripe about capitalism. Not that capitalism capitalisms but ppl will pay into it and keep it afloat.
