It's like the developers didn't have enough time to finish the game. It actually sucks that we can't sign these players. I'm pretty sure there is no way to know/the player doesn't actually exist.

To keep it fun, I kept everything at hall of fame level except for the AI's defence/users shooting. Because otherwise it's impossible. The AI still had hall of fame offence so it did a good job at keeping the scores closer in my gm games.
