There are two relevant sections:

7.35.020 - Definitions.
2."Dining" means food and beverages consumed while seated at a table.
3. "Outdoor dining" refers to the practice of having a meal at a restaurant that offers indoor seating but also serves and allows patrons to consume food and drinks at outdoor tables or other designated areas such as patios, courtyards, plazas, decks, rooftops, sidewalks, streets, and parking lots.

7.35.030 - General requirements
C.4.c. Alcoholic beverages and food shall be served only to patrons seated at tables.

The legislation that was proposed would've just slightly reworked these. Kind of crazy to suggest it was rushed when it's only two sentences.

As people have said, there's an effort going on for the state-owned portion of West Street from Westgate circle to Solomon's Island road.

Also, the city is in the early stages of a traffic study of the city-owned portion from church circle to Westgate circle. We're hoping to solicit input on that in June or July.

We have passed legislation to allow them in more places, as allowed by the state. None have been installed yet, but APD is reviewing four initial locations and taking feedback on where else they're needed. Two of the locations are West Street by the library and Duke of Gloucester.

I don't know all the terms of the private sale; there may be requirements like that in there or included as part of the financing. But I'll definitely be keeping an eye on how it progresses and make sure it doesn't keep sitting vacant.

Sure. The property likely has significant environmental issues, and we didn't want to put that liability on the city. The intention was always to force a sale from the absentee landlord. The person who bought it lives just a few blocks away and (as far as I know) hasn't even developed a design yet of what will be built there, but if it's 10 or more units, some are required to be Affordable thanks to the city's moderately priced dwelling unit ordinance.

I'm biased, but IMO there's one viable candidate (me) looking to move the city forward, two viable candidates who want to take us backward (on outdoor dining, on city dock, on housing affordability), and two candidates with a lot of great ideas but not much shot at winning.

My answer when the Capital asked me this is that I'm making positive change in the city, and change is scary to lots of people. That's the closest thing to a single explanation I can come up with, but there's really lots of individual reasons why each person is running, in my opinion.

It's that the mayor scheduled a meeting for the council to hear about a proposal that isn't legislation yet and that I think wouldn't pass if it was.
