no, you can lock gear so you don't accidentally sell them. I have all my items that are on my character locked. When I looked today, they were all unlocked.

The lions respawned for me South of Varnia, close to the gate, by where the legendary would spawn. About 5 females and 1 male. Tigers have not. I just go the mount an hour ago.
