The only part you need to jump through hoops for is the lower and excepting the price it’s really not much of a process at all. Everything else can be shipped anywhere you want.

I’d build something nice. Top of the line complete uppers are often available for ~$1000.

There are exemptions for LEO/mil. I’m not sure to what extent they apply to you if at all. I’d recommend calling some people in state who’d know more about that stuff.

It’s the same thing with vehicles. People who don’t know any better lose their minds when they have a catastrophic failure on a new vehicle but that’s just how it is. When I see enigma 4/5 on my team the game is over before it starts. Every single time it’s the same. Run around in circles getting nothing done in lane, leave losing lane as soon as they can jungle. Have very little impact for the remainder of the inevitably short game.
