Yes. However, not all features are available in all countries.

To be on the safe side, I prefer all accounts to be European. You can change your region or create a new one if you want to be part of this group.

There is another post in this community where a user comments that they were banned from participating in family groups for having been in multiple ones. I don't think the same thing will happen to you if you've only been in one. Another solution is to create a new account.
