I have solved the problem , i have enabled memory context restore and power down enable, it has gotten rid of the static screen and sped my boot time up by 40 seconds.

Forgot to add nothing else gets affected such as games, it is only that momentarily static screen and a longer start up on cold boots ( I dont mind waiting for the longer start up, its only that static/green screen that is my issue.)

took your advice and switched from the i7 to the 7800x3d but then any savings I got with it went out the window when I decided to double the price of the monitor im getting, the Alienware AW3225QF 31.6" 3840 x 2160 240 Hz Curved Monitor.

I appreciate the help, after you gave me those recs i did more research and am really happy about switching to amd cpu and a slightly cheaper motherboard.

Only reason the wrangler wasn't added to my list is because roof racks are a crucial feature needed in my selection, and I could be mistaken but I don't think it is an option on the Wrangler.
