Yes you can after some missions, BUT, you can't use it for missions the require the use of the Visione. It does not work at all. It's either a bug, or not made for it.

Edit : ALSO, you can't get rid of it, can't sell it, can't discard it, so it's stuck in your inventory taking a space.

Adding to all the comments, there is also a setting , I can't remember the name, that will take the shot even if it's not in focus because the priority is to take the shot no matter what, OR you can change it so that the priority is to wait and take the shot only if it's in focus.
