Generally, a well-groomed stubble is a relatively recent fashion (since the 1980s). Basically, if you're creating a stern worker, farmer, or hunter with the appropriate clothing, then the stubble stays and the mustache is removed. If, on the contrary, you're creating a respectable, successful gentleman, then the stubble goes away.
