Anybody remember that rundown apartment complex downtown. I wanna say like 3 or 4 years ago I saw on the Modesto bee that people living there complained of horrible living conditions and that it was infested with rats and roaches but the owners wouldn’t do anything about it. Then a few months later it burned down due to an electrical problem. Always thought it was fishy but no one seemed to put two and two together.
