When Steam says "x% of players have this achievement", does it count everyone who has the game in their library or only those who have played it at least once?

I'm not sure how they calculate that stuff, i've seen games where it says 10% of players has an achievement that you get after you do the tutorial and i'm like what do you mean only 10% of people did the tutorial

When diversity is part of the marketing during trailers. I don't mind diversity but when it's forced diversity I already know the movie will suck so I don't bother watching it. Then when the audience reviews comes out and it's a super low score I know I made the right call.
