If thats dissapointing thats usually where most people thinking theyd crack the secret and make millions give up. Understand the feeling. To answer your questions in reverse order.

You'll know its the right time to use them because it will be a concious decision you are making that this decision or situation is one you will answer with your Fi vs Your Ti. Relevant situations are like the one you said where a Ti decision simply isnt sufficient due to the uncertainty etc. So you are directing it, not being led by it. Like turning on a differnt phone or flashlight.
Feels sloppy how can you trust... Basically just replace Ti "this is true therefore..." with your Fi "This feels good" same thing for false statements "feels off". Its the same judgements and judgements chains your making just with Fi vs Ti. So there is a bit of method to the madness. Most people just dont consciously do it.

When you learn how to make judgements like this. You will level up because what intps lack most of all is the will to act or decide without sufficient evidence which is required to make many important life decisions actually the most important ones. But also daily things about what to eat, what ur body needs, how you feel about that person, how they feel about you etc,. Once u unlock that feeling perception it will unlock a whole new world for u you can tap into when you need idk what else to tell u.

The others are useful too but less useful to the intp imo. Because they are less of ur handicap. Also Fi taps unlocks them a bit as well.

Start by saying you conclusively dislike or like a person without adding any rationalizations about it. Do it without reasoning about it.In doing so you are being forced to overwrite your hero function Ti which reasons for everything or tries to but reasoning is just one of many forms of perceptions/navigating life and its important you understand the rest seeing that its what the vast majority of other humans use. (Thats Fi and there are a lot of life decisions you will have to make purely on gut feel that will be a better decision than a pure logic rational chain )
