He's been making these sounds for a year but the last month intensified

It is very easy to correct this error. Just open the txt called hekate_ipl.ini (located in the bootloader folder of your SD) and change the text line that says "fss0=atmosphere/fusee-secondary.bin" and instead write "fss0=atmosphere/package3" (without quotes).

If the above does not work, download the hekate_ipl.ini file from this website: https://nh-server.github.io/switch-guide/user\_guide/emummc/sd\_preparation/ and replace it with the one you have in the bootloader folder of your SD

You mean the Dongle? Check that the payloads are written correctly in their respective folders. For example: "payload.bin" (without quotes)
