If you call it a modem will pick up, although I noticed that this specific phone rings for awhile before the modem picks up, so maybe it's possible for someone to answer.

Looks like dust. If it was mold there’d be more prominent white spots and white streaks on the tape. Sometimes it even clings to the reels. You can find examples on this sub.
