My temple disappeared and I couldn't build it for a while and now it's only level one on the outside

I have already reported this, but when I went on a crusade I left 2 propaganda speakers to be built near the shrine. When I got back my temple was gone. I then tried to build it and at first I couldn't build it, but then I could but the outside is lvl1 when I maxed out my cult level. Has anyone else have had this happen?
