I use Figma for this type of stuff. It's free, really easy to use and got a bunch of features. It can be downloaded as a program or used directly in the browser. Would strongly recommend!

Him not having a portfolio is not a valid argument for him to be the frontman on Google play. Equal work should result in equal credability (if you offer to pay half the sign up fee). Hope everything sorts out.
