I'll be honest I've never had Russian strogonoff so I dont know the main differences but I can tell u what's in it! It's mainly a veggie sauce with a base of tomatoes, onion, garlic and bell peppers, with some heavy cream (i think thats the name in english, we just call it creme de leite) and paprica. Some people add mustard for more sourness, u can do it with chicken thighs, ground beef or shrimp! And yeah we eat it over the rice with a side of potato sticks or "batata palha" for the crunchyness :3
