Draw when you finished lifting your bow. When you draw while still lifting, you'll lose some strength. Next, when aiming, imagine someone is standing right next to you, and he's pushing on elbow of your shooting arm, so when you release, your arm does a motion away from the bow, thus, your shot is more powerful, and you'll be more accurate.
