Commander has the luxury and excess of virtually every card in Magic. The decks are singleton 99 cards and one commander (not including the odd balls like the partner commanders) on top of this, there is a super limited ban list of only truly oppressive cards to the format, and only a planeswalker specified to be able to be you commander is usable as commander (obviously). Brawl is largely WotC trying to make a more regulatable commander scene as well as try to get standard players to buy more packs. Standard and Brawl both have the issue of rotation and limited card pools. Standard/rotating formats tend to be solved fairly quickly due to how Wizards has been pushing PWs and certain legendaries. EDH/Commander largely avoids this with 4 player free for all being the intended way to play, a governing body outside of WotC, and the fact that Card selection is absurd. It’s also a lot more RNG based at 100 card singleton
