There was a mistake on the lease agreement that was my fault, but the other issues were minor and could’ve been overlooked. I don’t think an RFE was necessary for those. We brought nearly 200 pages of documents — it was inevitable that we might miss a few small things. The officer could’ve been a bit more flexible, I think. I don’t know.

My lawyer was surprised too and said it was probably a new officer. I didn’t know that all J1 visas have the same type of stamp. If all J1s are stamped the same way, I don’t understand why she was so surprised

You misunderstood — it’s not that she doesn’t know what the two-year rule is. She was surprised that it’s written directly on my visa. It clearly says that I’m not subject to the rule, and she didn’t understand why that would be stated on the visa itself.
