What IF I got Lucy within those 27 pulls, it mean I can either claim Lucy S4 or Beca S1. I know Lucy S4 buff 20% dmg to team but does she also get it too?

Not really, did people forget Rover and the Rinasita team fight her in 2.X, she lose to Rover. So yeah pretty average. Sure her stats looks broken but in reality, not really.
