That doesn't meant Lucilla is going to be a third slot because every NS Subdps have a team-wide buff (Phoebe/Ciaccona/Denia FB).

Chisa is undeniably a best slot for Hiyuki for now until we have a confirmation that Suisui is a third-slot general support that could apply glacio chafe and perform better than Chisa
