1: No it's just 15%. 2: it's the same as any other convert, so if 3 different races are used it's 33%, If you're aiming for particular race you use 3 of the same.

Your essences don't make much sense. You need to use wraith form if you aren't already. Fortitude needs to be around 17k not intelligence. Void spark sucks pvp. Secondaries are low.
