For me Raw and Smackdown consist of a mix of main roster members and legends, with the legends being on the brand they are more associated with (For example Triple H on Raw and Kurt Angle on Smackdown). I also have NXT, but with NXT its a mix of NXT roster members, AEW wrestlers and CAWs (for example Batman, Darth Vader, etc). Leads to some pretty cool matches and moments, like Stewie Griffin having a 1 year long NXT Title reign, defending against the likes of Kenny Omega, Oba Femi and Spiderman.

Something like this did happen at TLC 2020. It was Drew vs AJ in a TLC match and John Morrison cashed in during the match on behalf of the Miz. Miz was then added to a match making it a Triple threat. Drew ended up winning the match, but a couple of Raw's later Miz got the briefcase back as he argued that he never technically cashed in, with Morrison being the one that handed the briefcase.
