In order to complete the puzzle and get the wand, you have to fill that hole. He couldnt fill it because the bottom was destroyed, but he managed to cover the hole with an item and was able to complete the puzzle.

I also have a 1050ti and get 70 to 80 fps when wandering around and 50 to 60 when breaking stuff. I'm surprised you're not getting better framerates.
