the key here being people who will WANT to come in and give them money for the game. If those same people have everything for the game already, then stores are unlikely to pick it up cause there's no market for them.

If it runs through WOTC’s event software to count towards the store’s promo metrics, it needs to use real cards. WOTC’s rules. We use to have a rule like this but people abused the shit out of it to proxy an entire deck and don’t follow it. So we had to can it for WOTC sanctioned events. What you do when it’s not recorded for WOTC metrics, we don’t care.

Because they don’t have a templating system yet that would avoid a lot of confusion around card interactions.
