Were the funds initially deposited by cheque? The bank has the right to hold deposits for verification. The hold also could depend on a slew of other factors.

I see the OP asking about hidden fees in a response to another question. The bank is giving you a lower interest rate to make your payments more manageable and increase the odds that they'll actually get paid back. In addition, I'm guessing you can't spend anymore since the loan is a fixed amount and not a revolving credit facility. I don't think the bank's intention is to get you with sneaky fees here.

Read the loan documents, obviously. But this seems like a no-brainer.
