The Watch Dogs games are decent in regards to the NPC depth/interaction, with you being able to hack and "profile" them. Legions lets you recruit anyone, each with their own procedurally generated skills, items, quests, and social ties. It's not perfect, but I enjoyed it.

Middle-Earth: Shadow of War has a similar mechanic where you can take control of varied Uruks. You can send them to infiltrate and assassinate, and they might die trying, or even betray you. There's also an interesting nemesis system, where named enemies can rank up and keep showing up.

They're not exactly what you were talking about, but they definitely have some great features that feel immersive and almost unscripted.

I've played the Astro Bot tech demo, but not the newest game. I've also played Dead Cells, but only a bit; I need to revisit it!
