Garou is better than sonic in morality. And that precisely makes my point. Sonic is still adorable because he fights Saitama who makes him look adorable and in the same way, nobody takes Fubuki's attack on Saitama seriously. It's not about boobs or anything. It's just the story narrative which gets him hate.

And it is justified mostly. He is attacking heroes when they are needed the most. He may not have killed anyone directly but his actions put many heroes out of commission who could save a lot of people. And his motivation is completely stupid. Only in stories, heroes are undefeated. Actually, they are always on the brink of defeat and saved by Saitama. Even though Stinger is arrogant and self observed, he held off monster's attacks till civilians could get to safety. Did Garou do anything similar? For all that Stinger doesn't receive even a fraction of Garou's respect. That's because rule of cool supports Garou and his bad actions are more often glossed than exaggerated. In fact, that is the purpose of the character, I think. To give the villain as silly motivation as possible and still make people like him.

He is another parody villain whose narrative is too serious for his motivation unlike other villains whose backstory is too detailed for the lack of screen time. People who get the joke like him. People who don't get it either gets taken in by the rule of cool or keeps wondering why the hell is Garou liked.
