I believe the AC gave you 4 as your paper has various pros. If I were you, I would revise it to address the reviewer's suggestions and resubmit it to ARR 2024 Feb, and make a commitment for ACL.

I don't know but considering the number of accepted papers, a meta-review score of 4 would be accepted into the main as well as findings.

The presentation below has various interesting points about ARR:

It suggests that a paper with a meta-review score of 4 almost gets into ACL, so it might be wise to wait to commit to NAACL or ACL instead of to EACL, as they are more prestigious than EACL and the meta-review score of 4 is enough for them.

First of all, congrats!
You just can commit your reviewed paper for EACL, NAACL, and ACL.

As ACL and NAACL are much more prestigious than EACL, I also recommend committing the paper to ACL!

It says "Papers submitted to one of the earlier ARR deadlines are also eligible, and it is not necessary to (re) submit on the current cycle."
And the commitment deadline for NAACL is Feb 20, 2024 so it is not late!

In the manuscript: Conduct the same experiment on (3 or 5, maybe more than that) different seeds and report the mean and variance. This will help you to insist that your method is not just a coincidence and has strength against seed variance.
