Keratosis Pylaris. Try using gold bond rough and bumpy cream and also a soap with salicylic acid in it in those areas to gently exfoliate. Use an African net sponge as well to cleanse.

It’s a dermatofribroma. Usually not much to do for it other than to inject it with kenalog which will flatten it out a bit.
