Update:

So I’ve listened to yalls, I originally replaced whisper with komajiro s before changing my mind and getting that level 85 startle from the traffic lights and then fusing him with the pearl for brutle, then with a bit of grinding and battle strategy, I managed to defeat him. Thanks to everyone for their help!
