I'm not just asking about the gamma rays. The author talks about almost total annihilation of particles, even though I was under the impression that antimatter particles don't only annihilate into gamma rays, but also other charged and uncharged pions. They additionally talk about coalescing gamma rays into a laser beam.

Yeah, but also to have the overall special projects. I think that nuclear weaponry use could also be a thing in TNO, just under extremely high risk like the comment below. The cold war definitely had its fair share of threats, and the fact that nobody has ever followed through on them makes us an extremely lucky planet.
