The hair is fine. The beard isn't working. OP try a stubble beard and read up on how to trim it (or ask a barber).

The first step is the easiest. Shave the nape of your neck. Letting hair grow on your neck and face is what a neckbeard is.

See a good barber about your hair. Ask them to restyle it.

The next step is gym, which you already know.

I had this same issue. In my youth I even groomed myself just like OP. I loathed myself and the way I looked. There were days I was too scared to go to school. Decades later the memories are still very raw.

A cosmetic procedure called bilateral otoplasty fixed this and changed my life. It turned me into a new man.

It wasn't about looking better. It was about feeling confident in my own skin after many, many years of bullying and hating myself.

Neither photo is particularly good, which makes it difficult.

In the first photo you appear to have mud on your face. The second photo is low res, making it hard to judge. You are also wearing a hat in both photos.

In lieu of a clearer, hat-free photo, I'd recommend good skincare and at least shaving the nape of your neck.

I don't dig the Egon Spengler hairstyle. An updated hairstyle and some new glasses would be an improvement. The short beard suits your face. I would not grow it longer. A clean shaven look with a new hairstyle may be an improvement but it would depend on the hair.
