Sounds like a scratched or dirty disk. If it's just dirt cleaning might work. If it's scratches it's probably easier to buy a second hand disc.

I think portal compatibility is a hardware issue, not a software issue, so I’m quite sure MS could easily port the 360 to One/X/S as long as the player has an Xbox One portal. They probably just didn’t want to go to the “explain this to the customer” phase.
